How can I take iqama transfer/Final Exit

I have terminated/resigned my contract as per article 81, now my company not giving me final exit to go to India. I have applied for final exit in labour office, but there is no response after hearing.

I'm in notice period of 120 days & I'm not serving the notice period since 3 months. I do not have a salary since 3 months. My iqama still valid upto November 2024.

Fraudly they made my contract for 5 years, I have resigned/terminated after 9 months, I'm waiting for the notice period to complete, still 30 days remaining.

Can I take transfer after notice period without company approval oresle final exit?
