I looked up the information, but I couldn’t find the answer. Is there a rule regarding the amount of absence for applying for citizenship with a Card F, such as spending no more than 10 months outside of Belgium in 5 years?

You have this check while applying for an L or F card.

For citizenship the eligibility criteria are different. From what I know this point is not an issue...

to my knowledge, there is no rule of this in Belgium (compared to Canada for example), however, I am not sure if it depends on the card type, I don't know if card F has a different rule.

nevertheless, what I am sure about is that, to facilitate obtaining the citizenship, you must be actively working at the time of application. I heard a lot that the process will be extremely easy if you are actively working while applying to citizenship compared to if you are jobless during the period of application. Good luck
