Sick leave and resignation

Hi please I got an accident at accommodation whiles cooking with hot water and seriously wounded not able to wear shirt I informed my boss with pictures about it.i stayed home for a week but starting work.I wasn't able to go to hospital for sick leave letter and my boss cut my salary for fifteen days with the evidence I gave him.is it fair.Also I want to resign to new employer for completing two years is it possible.My contract was 140 but when i came and started work he is paying me 100 saying I don't have much skills he told me to be a driver but still he is not paying what is stated in the contract.its also 8hrs duty but we are working 10hrs without been paid overtime for two hours.
