Registration In Belgium as An international student

I came here 3 months ago i am living in Molanbeek(Brussels).The police has visited me and he was saying we gonna send you a letter.

My question is that do i need to take an appointment to go to COMMUNE or can i go without appointment with the police letter

I also recently moved in Brussels. when Police came to the apartment, they inform the commune. Ater this commune send me an email to go there to start the RP process. In next two week i got the letter and i went there without any appointment. I think it may help you.
