Usually it takes under two minues to get a

tourist permit of 90 days, extendable later

to 90 additional days.  This is for USA citizens

and citizens of many other countries.

But it is not a tourist visa, it is a tourist permit

and does not require the steps and documents

a visa application requires.

For most travelers arriving in Peru, the visa is provided by

an immigration agent at the Lima airport since that is the

most logical point of entry into Peru.  There is

no additional charge or fee.

A passport upon arrival is sufficient documentation.

Typically, a page in the passport is stamped with

the date  of arrival, signifying you are permitted

and are in Peru legally.

In recent years, travelers to South American countries

are asked to show proof of onward or return travel,

discouraging indigents from entering Peru and

draining resources.  Several companies now exist

via the Internet to provide a temporary reservation

and contain the word onward in the company

name.  Easily Googled.  The cost can be 8 to 14 dollars

US for an individual one-way reservation.  The reservation

automatically self-cancels after a couple or weeks or

whatever period is specified.

Just a note: the Peru entry stamp is not extended in country, you have to leave and return thereby receiving a new entry stamp that you hope will be for 90 days. I was given only 30 days. But in my case that didn't matter as I started the process of getting the residence visa so the limited stay is automatically extended to however long is needed for receiving the residence via.

To further clarify things...

There is no tourist visa

to enter Peru as a visitor.

Whether your passport is stamped

or not -- referencing the all-is-digital

post above -- you are in Peru on a

tourist permit.  This is not a visa and

does not allow a visitor to acquire

a Peruvian ID as a visa normally would.
