To answer your questions, yes, and no.


Regarding a VOA (visa on arrival), see this post from member OceanBeach92107.


With regard to your submitting an application for an eVisa, you do not need to apply from within the US. Your application can be submitted from Thailand (or from anywhere else, for that matter).

Ensure you use the only official gov't of VN web portal, here. (click " FOR FOREIGNERS ")
