Building on a sloped lot. I need a new architect

I am planning on building a new home on a three level sloped lot. We would like to have the house sit on the top level with a lower level for garage and small living space. The issue we are running into is that the base of the main house would sit at 17 feet higher than the 2nd level. We could make the lower level with 10 foot ceilings but that leaves us with 7 feet. If we use dirt fill, we end up with too great of a pitch to get up to the house. We are stuck for ideas and believe we need a new architect. I would appreciate any ideas or suggestions.
