SCE membership renewal after final exit

Good day fellow expats and brethrens.

I just want to ask an advice what to do with my situation. I am a registered SCE member as a Civil Engineer, but I went for final exit, then it expired while I am in the Philippines. Now I have new employer. My agency told me to renew my SCE membership first for getting new visa. I tried to renew it in the portal bht it says that the Data is invalid. My question is, how to renew a SCE membership outside the kingdom who have went for final exit? Thank you for your brilliant ideas in advance.
