Work Visa with Endoresee 2A

Does the accompanied work Visa 2A still operate in Oman? It is still is on the ROP website. The Endorsee is referred to as a spouse or child etc. Must the endorsee be a wife, as my future employer seems to think that a husband endorsee is not allowed???
