1 year tourism visa for Vietnam

Today I read a post on Facebook by a tourist company offering a 1 year tourist ist for Vietnam.
Interesting I thought, so I contacted them via their Zalo and asked
"What is a 1 year tourism visa, and how do you apply for it, and how much is it?"
Response
"Price: 1100$
- First, pay 50% the visa fee ( it mean 550$ first)
- Visa will come out after 5-10 working days.
- After that you complete the payment for visa and 3000$ for deposit.( refund after 15 days you leave VN)
- The visa is 3 months but we will extend it every 3 months.
Condition:
- No work no bussiness
- Inform to me where will you go where will you stay
- provide me with a bank statement with at least 10,000$. it is just enough condition. to prove that you can stay in VN for 1 year without working. This is just a document and no one will check its accuracy."

Yeah the huge red flag for anybody following this thread who is ignorant about Vietnam Visa law, is that there is absolutely no way, except in life-threatening emergencies situations that a person can ever extend a tourist visa.

It just cannot be done in anyone who claims that it can be done is an absolute liar.

Requiring the visa holder to exit/reenter VN every 90 days, I presume, in order to activate the new eVisa (not an extension on an existing eVisa).

Also, I'm wondering what "exit date" will be stamped in the passport.
