I think the very first point is to make the decision to move ... one day you might feel something like "I want to move but is it the right thing to do?" another one it's gonna be "shouldn't I concentrate on work first?" or any other question ... but ... I think the most important question is: "Now that you can do it, won't you regret it later if you don't do it?"

Then once you've chosen a country you should start the visa process!

I'm a French student, and I attend an exchange program here in Atlanta (Georgia State University). I've been here for three months, and will end my program next May (well, we're actually three students from the same French school). The three of us expected a bit more of our trip in Atlanta, and we are a bit disappointed by this city. Indeed, we haven't found yet many activities to do (once you've done World of Coke and the CNN Center...), and we thought this city would be a bit more lively.
I see you love Georgia, could you tell me if we're missing something? I mean, I would really want to know if you have tricks to help us improve our stay here...

Concerning your plans to go to Netherlands, I think your next move should be to ask yourself "Once I'm there, what am I going to do?". I guess you already gathered information about this country, you should also probably pick up a city (never been in Netherlands, but I was told Amsterdam is amazing...). If you've never been there, before making plans to settle down, you have to be sure you'll like this country. And obviously, this is possible only if you stay there for a while. As Julien says, the most important question is probably "won't I regret it later?", whether you do move or not.
