we are moving to Cairo in a couple of month, and was wondering how the internet connections are in general, speed wise, and if there is a lot of problem in general with connection.
what do we need to ask about when we go looking for a house or apartment?
any tips.

as for the internet connections there is Many Internet Service providers the most famous ones are (TE-Data & Link DSL)there is also others Like Vodafone & Etisalat which also are Famous Carriers, but it requires a land line to get such a service (ADSL) , some apartments or rentals are already equipped with an ADSL service.

To be more specific or to make it easier
512 Kbps gives you download speed about 40 to 60 Kb/s
1024 Kbps gives you download speed about 80 to 120 Kb/s and so on ..

Problems in general with the Connection will depend on your land line Quality , Exchange .. etc  , But mostly in Good places Like Dokki, Zamalek, Mohandiseen, Nasr City .. etc you will get a fine Service.

there is other Kinds of Internet Connections using USB Modems which is pretty popular from different Carriers (Vodafone-Mobinil-Etisalat)

the only problem is it`s limited Usage, when you reach your limit the speed is downgraded

for Apartments and Houses, you need to ask about where you are going to live is the most important , A nice Calm place where it`s safe and Luxurious will be enough for you to have fun and buy stuff .. etc .. as for Cairo there is Mohandiseen , Zamalek , Dokki , These places are just examples and there is many others. you need also to know how much it will cost you furnished with ADSL Service ACs if you are going to visit in the Summer ,

I guess It`s better for you to start by being at a hotel and go see for yourself different Places and where you prefer to stay beside checking the apartments/Houses before you can stay or even rent one ..
