To answer a few of your questions :

1- are foreign investors welcome in Egypt?

Yes

2- Is it complicated to register a company in Egypt? What is the procedure?

Nothing in Egypt that involves the government is not complicated :) ..... Even a driver's license is.

3- What is the corporate tax rate in Egypt?

Depends on the net profit made because tax in Egypt is based on a tiered taxation concept (For instance, first X amount of money is taxed at 10%, then after that Y amount is 20% ...etc.)

4- Is it easy to recruit?

Depending on the industry and profession you are willing to recruit for.

Usually it is super easy to recruit young professionals (and experienced professionals as well, but usually you have to pay more) since Egypt is packed with university graduates. Whether through direct recruitment via your company's website, ads on other sites, or even social media .... Recruitment agencies also can help you but they cost money of course (and lots of good agencies are there to help)

Sometimes it's a little difficult to recruit blue collars .... because finding good workmanship in Egypt is difficult and usually some of these workers' attitude is rather frustrating .....
