Hi Julian,

The short answer is yes, Laos does welcome foreign investors. It can be complicated, but it depends on what sort of business you want to start or invest in.  Wholly foreign-owned companies are now permitted to register in Laos, but they require a minimum investment of $150,000, or thereabouts.  You might want to check out the following sites.
