My advice is not to drive in Dublin during rush hour.  The quays (pronounced "keys") are horrid, as are areas around business parks.  For example, the Long Mile road and Nangor Road by Park West are sluggish around 8:00 AM and 5:00 PM.  Same goes for the East Point business park over by the docks.

Your best bet is to get a Dart, Luas or Dublin Bus pass.  Take public transportation to work, or bicycle if you can.  Dublin was built up around the early-to-mid 1800s and they never anticipated the kind of traffic we created in the late 20th century.  Major arteries in town are thin.  They need to have more lanes going in either direction, but what can you do when there are houses and buildings in the way?  You can't really widen the roads.  It's a 19th century layout with a 21st century workforce.  They are trying to alleviate the situation by boosting public transportation infrastructure.  The Luas (light rail) really helped a lot when that started running in 2004.

If you have a scooter or motorcycle, you will be able to pierce through traffic on Dublin's streets.
