Internet upload speed 0.5 Mbps or higher. Possible?

Hi. Does anyone know if its possible in Bali to get internet with upload(!) speed (to Europe and USA) 0.5 Mbps or higher? I've read several opinions saying it's impossible, but also I've found a few internet providers which have really high-speed tariff plans (max3 from biznet for example). Does anybody have this high speed internet in reality?
