Yes it does, I recently returned from New Zealand and Thailand and was fingerprinted at all 3 airports. Also Korean immigration offices use fingerprint scanning.

I personally don't have any objection to all the new requirements such as fingerprinting, body scanning etc. It's just part of travelling. If you don't like it, don't travel. If you haven't anything to hide, then what's the problem?
