It depends on what kind of retail shop you want to open and how big you want to start with.

Hi it is basically illegal for a foreigner to open a retail shop like that. Solutions exist that cost money and are not really legal. The risk of these "solutions" is that a clampdown means you lose everything or are cheated out of the shop. Seen it happen in Malaysia too often and usually after a couple of years when the owner thinks all is going well. Caveat emptor!

Actually ask tesco what happened to them. Even they got screwed a bit in Malaysia and they have all the clout and money needed! In Thailand they done far better as easier there. Here in Malaysia you have to overcome ingrained local interests
