Welcome to this site.
If you want to contact a number of people you have to participate in our discussions and activities. As for English language is concerned, you have to practice a lot either by writing or speaking or simply by reading a number of good books. That's all.
If you know Spanish then you can find some one who wants to exchange the languages.
