Transit Visa For Abu Dhabi

Please if any one can give me any info on a 12 hour transit visa for abu dhabi, my mom and sisters have a stop over and have booked through a travel sight which did not offer visa's. Ive been looking around and the cost is 500 - 900 aed per person and this just seems a bit ridiculous to me? Any information would help.
Ps they are South African.

Which carrier are they flying with? Etihad quotes 540 Rand for a 96 hr transit visa.

That's about 250 Dibs.
