VAT Tax. Please explain

I am hoping someone can shed some light on the VAT tax.

Is it volitile? Does it increase without warning? I read that currently the VAT in Valencia is 23% is that true?

Is food and clothing subject to the VAT?

Utilities?

We are obviously confused by the VAT...so any information is helpful.

Hello Boston mama.. I am from valencia.

Goverment have to warm if they increase it.
I read that currently the VAT in Valencia is 23% is that true? Until august 31 Vat will be 18%, after that date, because the crisis, it will increse until 21%.

Is food and clothing subject to the VAT?
Yes it are subject to VAT (named IVA here)

Utilities?

We are obviously confused by the VAT...so any information is helpful.
