the laws of the land are quite clear:
if you are under residency - i.e. have a valid residency in Kuwait, you are subject to these laws. these laws try promiscuity as a severe crime (Kuwait is not like Dubai), you cannot walk into a hotel room as two unmarried people and simply cohabitat, you follow? however, if you are both visiting Kuwait, then you are not under the laws of the land (technically) and hence can cohabitat.
does this mean everyone in Kuwait is a good little Saint? Hardly, can this be circumvented? most likely, do i know how? not likely
