If you enjoy exercise you might try coming down to the yoga studio where I teach, pretty much all of our students speak english (which is good since all of our classes are in english), and most are expats.
It's a friendly environment to get to know people, pretty centrally located in Jing An Temple.  The studio is called [moderated: no free ads].

If on the other hand you're not into sport, you might, oddly enough, try taking group chinese classes.  I got to know some cool people when I went to Jiao Tong to learn chinese, and I imagine that in the more layed back language schools the same thing will be true: after all, you pretty much have to be a foreigner to want to learn chinese.
