does anyone know how to change the menu on the television screen from vietnamese to english?

Usually the best way is to pump the make and model number into Google followed by a comma and operating instructions.

IF YOU ARE referring to SCTV cable instructions visit their district office. Or possibly their web site.

Their head office is off Ha Bai Trung in Quan 3.
