join your country business chamber.
If you are from Australia, join Austcham.
From europe, join EuroCham. From America, join AMcham.
From Singapore, join Singcham!

another way is to go to a foreigner/expat church.

Or, frequent places where expats hang out.
Like the pubs in Zhujiang New Town, or Garden Hotel area, Starbucks.. etc..
