telecom technician visa for Saudi Arabia from Pakistan

yI am living in Saudi Arabia. I have given money to an agent here in KSA for my cousin who is in pak . it's been 6 months the agent says its telecom technician visa . He took 19 000 SR from me but still no visa or visa no. he says this type of visa is very difficult to stamp. he says that he has submittied my passport in Karachi embassy but it is stuck in embassy he is not telling the reason. if somebody can guide me f somebody has any link in Karachi embassy for Saudi Arabia help? is telecom technician visa v difficult?

it is not same like processes he is telling.in KARACHI embassy very fast processing system for visa stamping.with in 2 days they stamp visa.
Please make sure and get back your money.

i have done BS(Hons.) electrical specialization in communication but my degree is not affiliated with PEC, i have registered my degree with HEC and MOFA. i have got job in Saudia Arabia and they offered me telecom technician visa. can anybody tell me that is this visa is suitable with my degree title, and will embassy stamp this visa for me. kindly reply if anyone knows. thanks
