Contacting mobifone mobile phone in VN

Hi,
I am in Singapore and have been trying to contact a mobifone mobile number. When I call the number, there is no ringing tone and the line gets disconnected almost immediately.

I have asked mobifone and they said the number is ok and said the mobile phone is not switched on. Very strange, when a mobile phone is switched off, one would hear an automated announcement that the user is not available, please try to call the user later. But I do not hear such announcement.

I suspect that the number is faulty.

Does anyone has the same experience before ?

Did you add the mobile country code (+84) before it?

Thanks for your reply. Yes, I have included +84.
I have called this number before.
I guessed this number is a likely a pre-paid phone number (as my Viet Nam people like to buy pre-paid) and have run out of credits.
But I just wonder why Mobifine say is ok - if there is no money or credit in the account ?
