My documents are in process since almost a month

Good day, Im bound for saudi arabia. My agency had told me that my documents are in process. Its been awhile, actually almost a month. Im still waiting for my flight schedule. I had comply all necessary requirements.At what circumstances why a flght schedule being delayed. Is it at POEA were it was process or is it with the employer... who are the ones who gave us plane ticket? Tnx
