I'm not sure if any institutes in NZ offer a PhD in automotive engineering.
Automotive courses are usually taken at technical schools and the highest level of study that they offer (that I'm aware of) is a bachelor degree. They are taken by students who want to be mechanics.
You may be suited with mechanical engineering postgrad studies. Canterbury University is well known for its engineering school.

You would have more chance in Australia for automotive engineering.
