Golf in Malta costs more or less the same as in The Netherlands. I don't find it very expensive.
Especially when you take into account the enormous amount of watering that is required to maintain the course.
Now I haven't played at the RMGC yet, so I might change my mind when I do..... 
I had a look on the RMGC Website as well and think it is very reasonable especially the yearyl membership which is much cheaper than in Germany or Switzerland.
If you compare it to UK prices then it might be quite expensive indeed
