Driving license for a Non-EU

Can a Non-EU citizen ca apply for driving license?If yes:
1)Can anyone tell me what are the procedures?
2)Cost for application?

I switched  my Ontario  license for a UK licence  in Glasgow.  It cost me 54 pounds. 50 pounds for the change over and 4 pounds to check my visa/passport.  Took about 20 minutes.  The form is downloadable from the DVLA website.  Only negative, they only exchange your Canadian license for one that permits you to drive automatic transmissions.  If you want to drive manual transmissions, you have to take a in-car driving test that costs 62 pounds, plus lessons.  A Canadian driving license is valid in the UK for 365 days from the time you enter the UK (so if you are going home for a visit within a year, it maybe better to keep your Canadian license, as you can rent/drive a manual or automatic transmission on it.)

If you are from another country than Canada, check and see if the UK has a recipricoal arrangment to exchange licenses.
