is the 10% social health contribution mandatory for expats? Can I cash in on my contributions should I decide to leave UB?

I don't know if the law requires everyone to pay but if you don't, then it means that you'll be paying for the ambulance ride, surgery cost and hospital stay if something happens to you.

It's a type of insurance so that everyone can have free health care but it doesn't mean that you can start paying and get your current disease treated. You'll probably need a health check up certifying that you're in good health.

Yes you have to pay social security and it's not 10%
For employee's it's capped at 192,000 MNT

Employers have to pay the full 11-13% depending on their company. 

No you can't cash it out as it's like in Europe it's a mandatory insurance fund.
