Winter in Chile

I'm a grandmother who is interested in leaving the midwest winters of Nebraska and spending a few months in Chile's wine country each year.  I do own a dog, however, and could not bear for him to be left behind.  And, I'm wondering if I could buy an acre or two, build a one room efficiency cabin, and grow a garden while I'm there. 
Is there a visa for this type of bug out each winter?
Like most Americans, I only speak English, too.  How difficult is that?

It seemed you find little to praise about Chile unless I misread your post. 
Leaving my dog is not an option so it sounds like Chile is out. Thanks for the reply.
