I know the Cook Islands has a special relationship/agreements with New Zealand and was wondering if that extends to Australia :),  Also,  what is the national language in the Cook Islands?

New Zeelanders can not move to Cook Islands but Cook Islanders can move to New Zeeland.
To move to Cook Islands you need either to get employed as a expert which is very hard or to start a bussineess or buy a existing one. It dont matter if you are from New Zeeland, Australin, Sweden, Burkina Faso or Bhutan. Same rules apply.

Oh, and forgot about the language question.

There is pretty much 2 official languages and both could be used everywhere with everyone that is local.

One is Cook Maori, the other one which I think you migh consider first hand is English.

One of the islands in the north also have another Maori language.
