Hi Ilan,
I never heard of cooler bag but you can buy a water bottle for keeping cold water.
You can go in any of the shop which is selling utensil or kitchen products like spoon or other items. Its like they are everywhere.
Their are lots of water bottles range from 100-400 Rs in market.
Have a good stay in India.
