I find this situation very odd.  Why don't you ask your American teacher friend to register for this site so she can post her story here.  There are lots of Expats that can help with advice.

i wondered why she had my phone number.maybe i post my ad, she told me if i looking for job just come to help her ,i going there and known that situation .i think she lost control in the pressure, she also had motor acident before[broken arm and injure the head] now she had new room already.i helped her moved  things to that room and keep some thing for sell.i don't know where her frien ?

That's very nice of you to give your salary to a woman you've never met.

If I was in Vietnam I'd ride over to that lady and see what I can do to help her.

Though as you said she's been in Vietnam for 3 years and I assume teaching English at the same time I hope she can get back on her feet quickly.
