What are the formalities to obtain a birth certificate?

What is the procedure to follow if both parents are of the same nationality or for a mixed couple?

Getting a Mongolian birth certificate issued is a challenge. It takes a while. If the child has one Mongolian parent, but isn't born in the province where the Mongolian parent is registered, there's extra paperwork involved. Itcan take 2-3 weeks, which can make 30 day windows for registering overseas American births a challenge.
