exit and re entry visa

I have applied exit and re entry visa through MOI, but did not pay, will a visa be generated or refused due to lack of payment.

where will I see the details of the issued visa if payed.

Visa will not be issued without payment, you can check the same place you applied to see the status of the ERE visa.
