Can anyone tell me, Siem reap and Phnom penh
which town is safer? HCM city is really a chaos place,
thieves ans purse snatchers are every corners.

Cambodia in general is a very safe place, yes there is some crime, just as there is in any city around the world.

As long as you use common-sense, maintain awareness of your surroundings and carry out personal safety precautions then you will be fine in either location.

Don't carry anything on your person you can't afford to lose,
don't flash your wealth around, carry only as much cash on you as you need, and try to avoid carrying bags/handbags on your shoulder (double shoulder strapped backpacks or cross body slung bags are more ideal, harder for someone to snatch). Keep your passport, credit cards and other important documentation locked up somewhere safe. Keep your property (house/apartment/guesthouse room) locked up and secured at all times.

Its all common sense really, but unfortunately common-sense isn't that common these days.

Phnom Penh to me is safe.  Some would try to rip you off mainly tuk tuk drivers. Just be affirmative in your price and bargain. Many people here are very kind and nice.  They offer to help but still be cautious and I usually don't go out at night.

Also if you need accommodations in Phnom penh don't trust a realtor named Sol Pisey.  He has told me he would not answer any of my questions. I then told him I no longer needed him since I found a more reliable and trustworthy realtor.  He then had the nerve to ask me what agency I was going through and I refused to tell him, he then called me a liar!  Just wanted you to not waste your time with him.

Phnom Penh is capital city which is busy town but Siem Reap is second town for tourism. I recommend you if you a business suggest you to Phnom Penh but if just relax suggest you to Siem Reap.
