I wanted to know if a person has signed in a contract for a job on a some terms and conditions printed on normal papers (not legal or stamp paper) with his/her employer, and if the same gets a new job offer with another company with in the stipulated contract period is that a punishable act? or not?

So is this bonded labor legal or illegal in Thailand?

Hard to understand your post.
Are you asking if someone has a signed contract with one company for a certain length of time and wishes to leave that company before the end of that time to work elsewhere, can they do so ??

1 Is it a signed contract
2 What are the conditions of contract
3 What are the contract conditions regarding early termination by the employee or employer

If it is a contract signed by the employer and employee then it is a legally binding contract.

It is not bonded labor. You are bound by the terms of the contract that you signed.

I would have thought your employment contract would have penalties for early termination.  Does you contract not have such language?
