Visit Visa for Father who left on exit-rentry and didn't come back

Hi,
My father was here in Saudi Arabia for more than 30 years. He went home 18 months ago on Exit-Re Entry and never came back due to health reasons. I want to apply for a visit visa for both my parents. My father told me that one can not come back before 2 years. He also told me that even if I get a visa for them the Saudi Embassy back home will reject his and my mother's visa cos he didn't go on Exit.
A friends told me that the Passport Authorities in the Airport might also refuse to give entry to my father upon arrival here.
I want to know if there will be any issue if I apply for a visit visa for my Father and Mother.

As far as I know, an automatic ban of 3 years is applied on people that leave on exit/re-entry and do not return back on employment visa. I also believe that visit visa does not include in this ban but your father can pickup the phone and call the embassy.
