The pharmacy at/about 140ish Bui Vien probably has Neosporin.  The place I'm referring to is on the north side of the road, in between De Tham and Do Quang Dau.  There's usually 3 ladies working there that each speak a little English.  They're certainly smarter than the ones that I dealt with in Hanoi, after my last crash...
