yes both can work. If she get job in Malaysia, Company will provide Visa for her. so shouldn't be a problem for her.

What will happen is you will get an employment pass processed by your company which is finalised after you arrive in Malaysia.  Unless the company has said in its terms and conditions that they do not recognise dependents, your wife can then apply for a dependents visa. When she finds a job, she can then get permission to work by going to immigration with her letter of job offer which shows her salary level. The dependent permit will then be stamped to say she is approved to work in that particular job with that employer (remembering that all jobs for foreigners are tied to a job/employer and moving to another employer requires a new visa.

The other option is for her to apply for work and if she is offered a job, her company can apply for a work permit (employment pass) immediately and she does not have a dependents pass. Depending on her nationality what immigration visas are needed to enter Malaysia on a social visit pass. She would only be able to stay in Malaysia if she has either a dependent or employment pass.

Okay my own experience is my wife a chartered accountant with 9 yeaes work ex hqs no job cos there are no much expat slots here for the same.

Accountancy is not really an expat job. I know one expat wife that got a min wage job (5k) but rare.

Oil and gas is a different matter - however as always I say GET A JOB BEFORE YOU ARRIVE!
