you cant buy a paypall voucher in VN. have to register paypall account and link it with your credit card. Paypall will deduct it from your creditcard. paypall vn has a detail guid on it, just ask google. goodluck to you.

Firstly, you need to obtain for yourself a credit or debit card from your own bank.

Paypal being a US based company, Corporate H.Q. in San Jose and it's Operations Center in Omaha,
Mastercard or Visacard seems to be the preferred, as quicker and easier for them to verify.
Not at all sure which other types of cards they will accept, must there should be quite a few more.

Secondly, you go on-line to Paypal, fill out all the required details on their application to join form.

After that it's up to PayPal if they willing to accept your application or not.
Your bank has nothing  to do with it - apart from providing you with a credit /debit card acceptable to Paypal.

We found it a LOT quicker / easier for my wife to simply use my PayPal account / password for on-line purchases.
All you need after that are shops that accepts payment via Paypal.  We only use PayPal for on-line purchases.

Both my credit cards, bank accounts and PayPal where first opened in Australia through the ANZ bank YEARS ago.
