Changing money at a good rate without an iqama

Greetings. I overheard someone say that it's not possible to change money from riyals to a foreign currency without an iqama. Is this true?

Where in Riyadh is the "best" place to change money from Saudi riyals to U.S. dollars? By best, I mean the place where the commission is lowest.
