come and live in Vanuatu

Hi Guys,
Were very keen to come and live in Vanuatu, and have looked at some great land to buy and build a house.
I have many questions hopefully i can pick some brains here 
We are bringing our 2 girls with us 10 and 12yrs old, so will need to put them into school as well.
International school or a local school?
Can we come and stay for a few months, then buy a block of land and apply for residency then? or do we apply before we come? the Vanuatu immigration website is a bit confusing on this point.
We are not coming over to work at the moment, my husband will be working in Australia.
Is there a temporary residence visa?

It would be wonderful to have another family join us in PV. I don't have children, so I'm no expert on schooling here, however a large amount of kids that reach secondary school, are sent home to boarding school. Apparently primary education is ok, but not secondary. However, people with kids would know better than i.
It is very simple to move here, you need a police check, and a health check, you also need to buy a property and/or business.
The rules have changed recently, so I'm a bit out of touch.
