@Atif,
I apologize. I cannot answer as I am not in Libya yet.
I have heard that this is true, all government offices are closed, but I cannot say I know this from firsthand experience.

@atif yes libya more or less shuts down during ramadan even though it is not officially holidays. You need to wait until way after eid for admi life to go back to normal
