Graduates working in China?

I'm about to graduate from University with a Masters in International Relations. I'm currently working in the UK as a marketing and public relations assistant. I'd like to move to China and find work related to international affairs, research, or government relations. I have good qualifications (Bachelor and Master), but only 4 months paid work experience, I'm 24, and I speak basic Chinese.

What are the chances of finding this kind of work in China at the moment? Will I be wasting my time even trying to crack one of the big cities? Should I try one of the unpaid internships that I hear about online for a few months?

I don't really want to teach English, but I am a qualified TEFL teacher, so if necessary this could be a fall-back.

Anyone with an insight please give any advice you can offer.

I am Chinese, who has masters in News and mass comunication. i had worked in PR industry for around 10years. Base on my experienc, it is not very easy to get a job in a PR company for someone can not speak chinese at all, high-level management, it is easier, but for a fresh one, most of your colleague will be chinese and you will feel kind of difficult to catch up.
Foreigner event managerment company may be easier, but you need to have a plan on your life and see if the salary for a beginner can give you a balance.
Goverment, i really have no idea.
Last one, although Beijing is the "real Chinese city", but Shanghai is more easy for a foreigner, more western, convenient life, and people there lean to be more friendly to foreigner than local people. sounds funny, but that is true, use english to shout to them if they treat you not well(especially in good hotel or restaurant), works better than chinese. :D
