International roaming sim without roaming charge

Dear Friends,
My company(Vectone Mobile) London is looking for launching a new calling sim in Romania called "go cheep" mobile for international cheap calls.
If you know anybbody who can market in Romania then pls let me know, we will give all the support and good commission and incentives
