Need help is making business in Maldives

I am thinking about setting up a Guesthouse/fishing lodge in the Maldives with a Local Partner. However trying to find some more info on the contract between myself and the local - he mentions a MOU agreement between us - he owns the Business ( local investment) we set up and I have management right but we will be 50% partners and both also working for the Business. Do I need to go to a notary for this kind of MOU?
Any info about this sort of Agreement/contract or what would be best would be great as I cannot find any info on the Maldives invest website.
Any body has done this sort of partnership with a local that can offer insight would be great. Please let me know as much info as possible.
